The alleged withholding or diversion of ₦9 trillion in proceeds associated with the Nigerian Liquefied Natural Gas (NLNG) has sparked fresh controversy, following a revelation attributed to Oyo State Governor and Allied People’s Movement (APM) presidential candidate, Engr. Seyi Makinde.

The development has reignited public debate over the management of national revenue, fiscal transparency and the distribution of funds meant to support development across Nigeria’s 36 states.

According to the claims raised

the APM presidential candidate, state governments are entitled to substantial financial allocations, reportedly amounting to ₦250 billion per state. The disclosure has raised questions about the whereabouts of the funds, the circumstances surrounding their distribution and the Federal Government’s position on the matter.

Makinde’s Intervention Highlights the Role of Opposition

The controversy has once again highlighted the importance of opposition parties in a democratic system, particularly in demanding accountability and scrutinising government financial decisions.

Makinde’s intervention has drawn attention to the need for greater transparency in the management of public resources, especially at a time when Nigerians are grappling with economic hardship, rising living costs and inadequate infrastructure.

The APM presidential candidate’s position has also raised questions about the extent to which state governments are receiving the resources required to implement development projects and provide essential services to their citizens.

₦250 Billion Per State Could Boost Development

The reported ₦250 billion allocation to each state, if confirmed and duly payable, could provide significant support for infrastructure and economic development across the country.

Such funds could help state governments improve rural roads, renovate urban centres, strengthen healthcare facilities, invest in education, support small businesses and create employment opportunities for young people.

Beyond infrastructure, the timely release of legitimate statutory allocations could also enhance states’ capacity to implement empowerment programmes, develop local industries and improve the living conditions of their residents.

However, the actual amount due to each state and the basis for the reported allocation would need to be established through official financial records and explanations from the relevant authorities.

Silence of APC Governors Raises Questions

The controversy has also placed the spotlight on governors elected on the platform of the ruling All Progressives Congress (APC).

Critics have questioned why more state governors have not publicly demanded clarification regarding the alleged outstanding funds, particularly given the financial pressures facing their respective states.

For advocates of fiscal accountability, the issue should transcend party affiliations. Governors, regardless of their political platforms, have a responsibility to protect the financial interests of their states and ensure that resources legally due to them are properly accounted for.

The Federal Government, on its part, should provide a clear explanation of the status of the NLNG-related proceeds, the applicable revenue-sharing arrangements and whether any outstanding payments are owed to the states.

Public Funds Must Not Become Political Instruments

The controversy has also revived concerns about the possibility of public resources being used as political instruments ahead of the 2027 general elections.

Public funds should be managed strictly in accordance with the law, established fiscal procedures and the principles of transparency and accountability. They should not be withheld or released on the basis of political considerations.

Nigeria’s economic challenges make it increasingly important for all levels of government to ensure that available resources are deployed efficiently towards projects that directly benefit citizens.

The Federal Government should therefore address the allegations with verifiable information and take appropriate steps to resolve any confirmed outstanding obligations to state governments.

Makinde’s Position Rekindles Debate on Fiscal Federalism

Makinde has repeatedly drawn attention to issues concerning the relationship between the Federal Government and the federating states, including the management and distribution of public revenue.

His latest intervention has brought the broader question of fiscal federalism back into public discussion.

For Nigeria to achieve balanced development, state governments must have clarity regarding their revenue entitlements, while the Federal Government must ensure that all funds are managed and distributed according to the law.

The controversy also demonstrates how political opposition can contribute to democratic accountability

questioning government policies and demanding explanations on issues affecting the public.

2027 Elections and the Demand for Accountability

As political activities gather momentum ahead of the 2027 general elections, questions surrounding public revenue and economic management are likely to remain central to political debate.

For the APM, the issue presents an opportunity to emphasise its position on accountability, economic reform and the need to improve the welfare of Nigerians.

Nevertheless, the immediate priority should be to establish the facts surrounding the alleged ₦9 trillion, clarify the financial entitlements of the states and ensure that any outstanding funds are handled transparently.

Nigerians deserve clear answers about the management of public resources. Where funds are legally due to state governments, the relevant authorities should ensure their timely release. Where disagreements exist over the figures or applicable arrangements, those disagreements should be resolved through transparent financial disclosures and established legal procedures.

Governance is a continuing responsibility that extends beyond election cycles. The interests of Nigerians must remain paramount, and every level of government must be accountable for the resources entrusted to it.
